How Can You Convert Characters Into San Andreas….read On.?

I noticed on some you tube posts that the Grand Theft Auto San Andreas themed games have included people like Michael Myers (Halloween), and Freddy Krueger, with the movie quotes dubbed in the background. They are extremely accurate. Is there a way to create this, or does this game actually exist. As thorough an answer as possible gets a #1. Thanks So Much!!!!
